The events of day 4 were shaped by the actions of the Region 2 elections
on day 3. Region 2 Director Warren Davis was scheduled to retire based
on the 65-age limit understanding. Brother Davis had expressed his intent
to retire to the executive board and administrative caucus. Over the years
the UAW had merged regions whose membership had fallen so low, that it
made sense in terms of service to the membership and financial reasons.
Region 2 had the lowest membership within the UAW, and the board explored
the possibility of merging the region into other regions for this purpose.
However, they felt that the Region 2 Assistant Director might turn things
around.
When Region 2 convened for their elections on Wednesday, Director Warren
Davis announced that he had decided not to retire. Davis was a candidate
for Congress in Ohio, and felt that remaining, as Region 2 Director would
improve his chance of election to Congress. His Assistant Director declined
his nomination to allow Davis to run unopposed for Director, in defiance
of the 65-year age limit.

| Thursday morning caucus meetings
were called with all regions to discuss the matter. The Board had recommended
amending the constitution by changing Article 10, which list the geographical
districts of the UAW. The proposed change would dissolve Region 2, placing
Ohio in Region 2B, West Virginia in Region 8, and all counties of Pennsylvania
except McKean, Cameron, Cambria and Somerset (which are part of Region 8)
into Region 9. If this resolution passed it would mean new elections for
Regions 2B, 8 and 9 so all delegates would have the opportunity to cast
their votes for a director. |
